NATURE OF WORK: The fundamental reason this position exists is to monitor and respond to emergency calls, alarms, and surveillance monitors in the Airport Police Department’s Monitoring Center.  Incumbents are responsible for all communication with security units and monitoring the closed circuit television (CCTV) equipment.  Primary work responsibilities may include: monitoring CCTV monitors; monitoring access control gate points, computerized security alarm systems, and fire alarms; receiving and relaying information for service; monitoring and maintaining radio communications with airport police personnel; and performing administrative duties for the Monitoring Center.  The Airport Police Monitoring Center Operator receives daily direction from the shift supervisor and is supervised by the Airport Police Chief.   

WORK RESPONSIBLITIES: The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. 

Monitors Closed Circuit Television (CCTV) monitors following FAA regulations and Airport policies and procedures in order to monitor activities within the airport, observe access to restricted areas, and prevent unauthorized entry to restricted areas.

Monitors access control gate points, computerized security alarm systems, and fire alarms to ensure entry points are secure and properly functioning. 

Receives and relays information for service by telephone and two-way radio as needed to ensure safety of and assistance to Airport police, administrative staff, and customers.

Monitors and maintains radio communications with all on-duty airport police personnel in order to respond to distress alarms, dispatch appropriate personnel, and respond to information requests.   

Performs administrative/clerical duties for the Monitoring Center to include but not limited to maintaining incident activity logs of all contacts made and alarms called, tracking hours of security provided at TSA checkpoints for federal reimbursement purposes, disabling lost or returned security badges, and finding and reproducing surveillance video as needed. 

KNOWLEDGE, SKILLS, AND ABILITIES:      Knowledge of video surveillance systems as needed to monitor CCTVs for unusual activities, perform minor equipment repairs and/or adjustments, and report complex equipment malfunctions. 
Knowledge of radio communication systems, procedures, and dispatch protocols as needed to receive and transmit information.
Knowledge of call processing techniques as needed to query callers achieving maximum benefits for emergency personnel usage.
            Ability to communicate orally on the telephone, radio, or in person to include being effective at obtaining information and communicating in a manner that is clear and audible.
Ability to communicate in writing to include using proper sentence structure, grammar, spelling and punctuation as needed to complete reports and prepare documents.
            Ability to operate a personal computer and associated business software such as word processing, spreadsheet, and email programs as needed to complete detailed logs, activity reports and other documents.
Ability to analyze and evaluate various situations in order to obtain information needed for appropriate dispatching.
Ability to anticipate or determine the obvious needs of responding emergency personnel based on the type of call.
            Ability to exercise good judgment and make appropriate decisions under pressure in accordance with department policies and procedures.
Ability to utilize effective interpersonal skills to include demonstrating a tactful, empathetic, and calming demeanor in handling emergency responses with both citizens and personnel.
Ability to calm excited persons as needed to obtain proper information to assist them.
            Ability to acquire a thorough knowledge of current procedures, practices and methods involved in implementing airport emergency procedures.
            Ability to learn radio codes as needed to operate two-way radio to receive and transmit information to appropriate Airport personnel.
            Ability to remain alert and react quickly in emergencies to include maintaining composure under stressful conditions and following appropriate procedures.
Ability to multitask and concentrate on varied details while observing actions and behaviors.
            Ability to work independently with limited supervision while remaining self-motivated and completing assignments in a timely manner.

SPECIAL REQUIREMENT  Must submit to a 5-year employment and fingerprint background check prior to employment to satisfy Federal Aviation Administration requirements.

MINIMUM QUALIFICATIONS  High school diploma or GED. Six (6) months experience receiving and transmitting telephone, radio and/or alarm system calls and/or monitoring security to include utilizing word processing software.

Qualifying education, training and experience that provide the requisite knowledge, skills and abilities to perform the job will be considered.
